A sexually active woman has had three consecutive inflammatory Pap smears. How should she be managed?

A 28-year-old sexually active woman has had three consecutive ‘inflammatory’ Pap smears, each taken six months apart. What investigation or management is appropriate? How long can, or should, I allow this to go on before I act? Is a vaginal swab indicated and does the result matter? Should I treat her empirically with antibiotics anyway? Should she be referred for colposcopy?
